It was at the Béatrice Hotel in the Gombe district that the Minister of Primary, Secondary, and Technical Education (EPST), Professor Tony Mwaba Kazadi, launched the implementation of digital attendance tracking within his ministry’s central administration on Thursday, August 4, 2022. This reform, which represents an innovation in the digital age, aims for an unprecedented eradication of absenteeism in the workplace and the phenomenon of ghost employees.
"You are now called upon to capitalize on this reform, which is part of technological advancements, represents a significant achievement for me, and enables the ministry to eradicate the scourge of absenteeism and provide us with reliable statistical data regarding actual staff numbers. And this is to strengthen the management of school administration. In particular, the Human Resources Department is also called upon to provide us with attendance statistics and reliable headcount data that will enable us to improve our professional performance," stated Minister Tony Mwaba.
For the head of the EPST, this software will also help the ministry put an end to all forms of misconduct and modernize the administration through New Information and Communication Technologies (NICT), a reform initiated thanks to the will of the Head of State to make the public administration—which was once in a precarious state—sustainable.
The minister thanked all stakeholders who were involved at every stage for the success of this initiative, which was once merely a dream. Professor Tony Mwaba specifically acknowledged the Director General of the Fund for the Promotion of Education and Training (FPEF), who, through his organization, funded all operations related to the implementation of digital identity systems within the central administration—a contribution that falls under the framework of innovative financing. He also thanked the entire team that worked tirelessly to achieve the assigned goal of equipping ministry staff and managers with service cards, not forgetting the Secretary General of the EPST, whose leadership enabled the ministry to achieve the desired results.
The ceremony also featured the symbolic presentation of biometric ID cards to staff and managers of the Ministry of EPST by Minister Tony Mwaba.
