The General Secretariat of the Ministry of National Education and New Citizenship was established by presidential ordinance published in the Official Gazette in 1982, to assist the Minister in the general direction and management of ministry affairs.
It coordinates administrative and technical services across the Ministry, ensures implementation of policy directions, and contributes to steering strategic priorities and modernising administration.
The General Secretariat coordinates the Ministry’s administrative and technical action. These missions structure steering, modernisation and monitoring of sector priorities.
Maintain the link between the Minister’s office, the National Education and New Citizenship administration, and development partners. Goal: aligned action and smooth coordination.
Define the vision, strategy and annual objectives of the administration, in line with policy directions and budget constraints.
Provide guidance to directors and heads of service to frame sector policy. Structure and carry a shared strategic plan.
Coordinate the Ministry’s technical (operational) services to ensure continuity, efficiency and coherence of operational action.
Promote constructive, regular and effective social dialogue. Maintain a stable and results-oriented working climate.
Assist the Minister in exercising constitutional prerogatives. Implement authority decisions and rule on matters within competence.
Lead and organise the General Secretariat. Optimise management of time, costs, activities and resources.
Represent the General Secretariat of National Education and New Citizenship to third parties. Present the institutional position clearly and consistently.
Coordinate policies and strategies for administrative modernisation. Assess effectiveness and managerial capacity of senior managers.
Implement an effective internal control system to secure processes, prevent risks and strengthen accountability.
Chair management committee meetings to guide, arbitrate and follow up on structural decisions of the General Secretariat.
