Enacted by the President of the Republic and Head of State, Félix-Antoine Tshisekedi Tshilombo, free primary education is now in effect throughout the entire country. As with all reforms, there has been some reported resistance in consular schools. Having been made aware of this matter, the head of Primary, Secondary and Technical Education (EPST), Professor Tony Mwaba Kazasi, immediately dispatched an investigative mission to ensure that the free education policy is being implemented in these schools and instructed Secretary General Christine Nepa Nepa Kabala to call the heads of the schools in question to order.   In a letter No. MINEPST/SG/80/ 0138/2023, dated February 17, 2023, addressed to the heads of consular schools, EPST Secretary General Christine Nepa Nepa, acting on instructions from Minister Tony Mwaba, reiterated that free primary education is strictly enforced in all public primary schools. "This measure also applies to consular schools located outside the country. Consequently, I ask you, under penalty of very severe sanctions, to ensure that no school fees of any kind are charged to the parents of elementary school students in your schools," wrote the head of the EPST central administration.   Christine Nepa Nepa also emphasized that an investigative mission has been dispatched by the head of the EPST, Professor Tony Mwaba, to all consular schools to verify the effective implementation of free primary education.   "A mission is currently underway in all consular schools to ensure the flawless implementation of this policy and to identify any potential difficulties in order to find solutions," she emphasized.
