Physical inspection at EPST: Minister Tony Mwaba forwards report to VPM for the Civil Service

Tony Mwaba, Minister of Primary, Secondary, and Technical Education (EPST), has submitted the audit report—which he initiated himself—on the physical verification of staff and managers in his ministry who receive the specific management bonus included in their pay, known as the “Equity” bonus.

This internal audit targeted fictitious employees who receive this bonus, which is reserved for staff and managers in the central services of this subsector.

The head of the EPST submitted the findings of the ad hoc commission’s audit to the Deputy Prime Minister for the Civil Service, Jean-Pierre Lihau.

This was done in a letter sent on Friday, March 10, 2023.

Noting the discrepancy between the reported headcount and the number of staff regularly employed at the EPST, Minister Tony Mwaba urged his counterpart to take all necessary legal action at his level.

“While wishing you well upon receipt, I kindly ask that you also take all necessary legal action at your level,” wrote Minister Tony Mwaba.

It should be noted that this report is the result of a week of intensive review work carried out by various directors and department heads under the leadership of the EPST Secretary General, Christine Nepa Nepa.

“More than 900 fictitious entries were identified. They were removed, at the behest of Minister Tony Mwaba, through the updating of new declaratory lists submitted following this work,” stated Jean-Jeff Mwanza, Director of the Communication Management Department at the EPST, who participated in this review process.
