Kinshasa: public nursery and secondary school fees set at less than 345,000 FC (±$123)

On Tuesday, September 17, 2024, Jeannot Canon la Rose, the Provincial Minister of National Education for Kinshasa, presented to stakeholders in the education system the various tuition fees set by a provincial governor’s decree for the 2024–2025 school year for public schools in the national capital.  This decision aims to clarify costs, prevent abuse, and ensure equitable access to the education system for all children. In his ministerial decree, the Governor of Kinshasa sets the maximum school fees for public preschools and secondary schools at 345,000 FC. This amount covers various categories of education and specific fees for each level. For preschool education, these fees are set at 21,000 FC, and for the final cycle of basic education at 35,000 FC. Jeannot Canon also specified that fees for teacher training are 50,000 FC and 58,000 FC for technical, social, commercial, and related secondary education. For agricultural, industrial, and vocational programs, the fees amount to 75,000 FC. The tuition fee remains at 1,000 FC, and the fee for report cards is also 1,000 FC. Regarding certification exams, the participation fee for the 2024–2025 State Exam includes a cost of 28,000 FC for the application form, photo, and registration. The preliminary session is set at 27,000 FC, the off-session at 54,000 FC, and the regular session at 31,000 FC. In his statement, the minister emphasized the importance of keeping fees at an affordable level.
"We haven’t changed anything. We have simply maintained last year’s rates to ease the burden on parents who are already facing significant socioeconomic challenges," he stated.
By maintaining the previous year’s fees, the provincial government hopes to reduce the burden on families and ensure access to education for all children. Célestin Zeula
