On Wednesday, July 5, 2023, the Minister of Primary, Secondary, and Technical Education (EPST), Professor Tony Mwaba Kazadi, met with the principals of public and private schools in the Kinshasa/ at the Mokengeli Institute in the commune of Lemba, the third stop on his tour following visits to Kinshasa/Plateau and Kinshasa/Tshangu. The goal: to reiterate official instructions aimed at eradicating all forms of anti-values in schools.
As soon as he began speaking, the head of the EPST noted that this series of meetings was not initiated to discuss teachers’ salaries or bonuses, but rather to emphasize the official guidelines that will enable all administrators to do their jobs effectively, in order to achieve the standard of quality education desired by the President of the Republic, Head of State, Félix Antoine Tshisekedi Tshilombo, who has made primary education free in all public schools across the country.
"Schools must operate according to the Ministry’s instructions; this is very important! You have two major missions: to consolidate and ensure the long-term sustainability of free public primary education. Therefore, avoid charging any arbitrary fees and effectively combat all forms of misconduct. We are handling this at the sub-sector level. As for you, it is your responsibility within the school environment. I will judge you based on the results," said Professor Tony Mwaba.
The minister warned school principals who are still resisting this wave of change that has been sweeping through the system since he took the helm of the Ministry of Basic and Secondary Education.
As was the case in the two previous educational provinces, Professor Tony Mwaba Kazadi called on his counterparts to stop acting as union representatives, since they represent him in the various schools they manage on a daily basis. He reminded school principals of their responsibilities to prevent any future misconduct. Among other things, he emphasized the supervision of teachers and students, the preparation of the annual budget forecast, the presentation of the annual activity report, the implementation of the school calendar, and compliance with directives.
Beyond these instructions, the minister took the opportunity to congratulate the Provincial Director of the Kinshasa/Mont-Amba Provincial Education Office (PROVED), Astrid Nambuyi, and her team for their dedication to their work.
The Minister of EPST will travel to the Kinshasa/Funa educational province this Thursday, July 6, to continue his meetings with the heads of public and private schools.
