The Ministry of National Education and New Citizenship has released its 2025 Annual Report, which reviews a pivotal year marked by the consolidation of ongoing reforms, the acceleration of the education system’s modernization, and the strengthening of New Citizenship. The year 2025 is fully aligned with the implementation of the Ministry’s 2024–2029 Five-Year Plan, consistent with Pillar IV of the Government Action Program (PAG) 2024–2028, the Sectoral Strategy for Education and Training (SSEF), as well as the Sustainable Development Goals, notably SDG 4 (quality education) and SDG 5 (gender equality). Access to Education: Consolidated Results The cumulative results of free primary education, which has been universal since 2019, confirm its transformative impact: more than five million additional children have gained access to basic education, providing lasting relief from the financial burden on households. In 2025, educational capacity was expanded through the construction and commissioning of 1,384 schools across the country, bringing schools closer to many rural and isolated communities. Modernization and Innovation: A Historic Breakthrough The year 2025 was also marked by a major reform of the State Examination (EXETAT), incorporating automated grading assisted by artificial intelligence, as well as the launch of the e-Diploma secured by blockchain technology. These innovations have accelerated the release of results, enhanced the transparency of assessments, and guaranteed the authenticity of academic credentials, thereby strengthening the credibility of the Congolese education system both nationally and internationally. Equity and Resilience in the Face of Crises Amid a particularly challenging security situation in the eastern part of the country, the Ministry demonstrated responsiveness and fairness by ensuring the organization of national exams and covering assessment costs for candidates from conflict-affected areas. These measures reflect the government’s commitment to guaranteeing equal opportunities, regardless of circumstances. Governance, Ethics, and New Citizenship The report highlights sustained efforts to improve governance, transparency, and the efficiency of the education system. In this regard, the Ministry of National Education and New Citizenship distinguished itself by becoming the first government agency to formally sign the Code of Conduct for State Public Officials, thereby affirming its commitment to exemplary conduct and public ethics. Furthermore, a national initiative to clean up the payroll database resulted in budget savings of 11 billion Congolese francs for the city of Kinshasa alone, while promoting the rejuvenation and professionalization of the workforce. The promotion of New Citizenship has resulted in the introduction of civic rituals in schools, notably the Citizen’s Oath, the salute to the flag, and the national anthem, aimed at strengthening students’ sense of national belonging, the ethic of responsibility, and the values of active citizenship. Outlook Finally, the year 2025 laid major strategic foundations with the approval of the National School Feeding Strategy and the presentation of a roadmap for the gradual and sustainable expansion of free education to the Final Cycle of Basic Education (CTEB). Through this 2025 Annual Report, the Ministry of National Education and New Citizenship reaffirms the Government’s commitment, under the leadership of the Prime Minister, to concretely implement the strong impetus of the Head of State in favor of building an inclusive, modern, and ethical education system oriented toward the formation of responsible citizens.
