Delayed payment of teachers in Wamba: a more efficient bank to take over payroll in October

The delay in paying teachers in the Wamba district of Haut-Uelé, within the Haut-Uelé 2 educational province, is a matter of grave concern to the Ministry of Primary, Secondary, and Technical Education (EPST). Consequently, a decision has been made to replace Equity BCDC, which had previously been responsible for serving the Financial Institution for Development Works (IFOD)—the microfinance institution in charge of payroll in this part of the country. The services provided by this firm were deemed less effective locally. This decision to replace the provider was announced by Papy Mangobe, Director of the National Directorate for Payroll Control and Preparation and Management of Teacher and Administrative Staff Numbers in Educational Institutions (DINACOPE). "Processing this payroll requires IFOD to withdraw the payroll funds from Equity BCDC each month. Unfortunately, however, Equity BCDC does not process the transfer orders issued by IFOD for the payment of teachers’ salaries on time. This explains the situation we have been witnessing recently in this part of the country,” explained Papy Mangobe. It should be noted that Professor Tony Mwaba, responding to this concern raised by National Assembly Member Geneviève Inagosi, had promised that this situation would be resolved as soon as possible.
