Professor Tony Mwaba Kazadi has instructed the Secretary General of the EPST, Christine Nepa-Nepa, to launch investigations to identify the administrators of charter schools who have misappropriated operating funds allocated to charter elementary schools. Minister Tony Mwaba made this statement in a letter addressed to the national coordinators of charter schools on Tuesday, October 24, 2023. “I therefore instruct the Secretary General, who is receiving a copy of this letter, to immediately launch investigations so that the perpetrators of these reprehensible acts are severely punished, as the proper functioning of schools and the provision of free education in public primary schools depend on it,” warns the head of the EPST. The minister specifies in his memo that the information in his possession regarding this instruction from the administrators of state-subsidized schools to school principals to deduct funds from operating expenses does not concern the Catholic school system. It should be noted that the so-called “Free Education” bonuses for teachers at these state-subsidized schools are also included in these operating expenses. Moïse Dianyishayi
