DRC: Work begins on the 2023 Joint Review of the Education and Training Sector Strategy

The 2023 Joint Review of the Sectoral Strategy for Education and Training (SSEF) began on Monday, September 16. The event was launched by the Minister of Vocational Training, Marc Ekila, on behalf of the Minister of Education, Chair of the Education Thematic Group (GTE), who was unable to attend. In his remarks, he stated that this meeting aims to rethink the Congolese education system in light of new commitments and renewed perspectives. “To ensure the effective implementation of the activities outlined in these strategies, a rigorous monitoring mechanism has been established. This mechanism takes the form of an annual joint review, a key moment that allows all stakeholders in the sector to assess progress made, identify persistent challenges, and look toward the future,” he stated. At the same time, Minister Ekila announced the implementation of a sectoral plan in the coming months. This plan will define the strategic directions for the education sector over the next five years, with the mission of fundamentally transforming the education and vocational training system by addressing national challenges and international commitments, particularly regarding access to quality services and equity. This five-year plan, he continued, is based on five strategic pillars: modernizing infrastructure, improving the quality of learning, strengthening governance, promoting citizenship and republican values, as well as innovation and sustainability. “This plan can only succeed with the commitment and mobilization of all stakeholders at both the national and international levels. That is why, as part of this sectoral review, it is essential that we align our actions with the objectives of the 2024–2029 five-year plan. “This strategic framework will guide all our interventions through 2029 and serve as the basis for the financing, coordination, and implementation of reforms in our system,” added Minister Ekila. It should be noted that the 2023 Joint Review is primarily technical in nature. It prepares both for the completion of the sectoral strategy for education and training and the transition to the interim strategic plan for education and training 2026–2030.
